Notice of Public Hearing for the N6910 San Francisco Wash Bridge (N319) Replacement Project

The Navajo Division of Transportation (NDOT) is proposing the San Francisco Wash Bridge (N319) Replacement Project, located within the Leupp Chapter of the Navajo Nation, approximately 8 miles southwest of Leupp, Arizona, along Bureau of Indian Affairs Route 6910 (N6910).
The N319 bridge is in extremely poor condition and many components do not meet acceptable standards. The project would replace the existing N319 bridge with a new bridge that meets current safety standards and reduces erosion issues. The project would also include minor improvements to approximately 800 feet of N6910.
The Leupp Chapter House is holding the public hearing to present information on the project to local residents and other interested members of the public, and to gather public feedback on the project and its potential effects. Written comments will be accepted at the public hearing. Flagstaff Bordertown Dormitory Board, Inc. (hereinafter the “School”) requests sealed proposals from qualified firms of Certified Public Accountants (hereinafter “Offerors”) to perform a financial and single audit in accordance with Generally Accepted Auditing Standards (GAAS).

Offerors must have knowledge of Native American Grant Schools funded under (P.L. 100-297).
The project is identified as the procurement of supplying audit services (hereinafter the “Project”). The Project includes supplying an annual financial audit of financial transactions and accounts kept by or for the Flagstaff Bordertown Dormitory Board, Inc. subject to the Single Audit Act Amendments of 1996 (P.L. 104-156), and OMB Guidance for Federal Financial Assistance audits, completion and filing of IRS form 990 and any required schedules, completion and filing of any Government required information forms, for the years ending June 30, 2025, with possible renewals for 2026 and 2027, under the terms and conditions set forth herein.

Little Singer Community School is soliciting proposals from qualified Certified Public Accounting (CPA) firms to perform a Single Audit for the fiscal year ending June 30, 2025, June 30, 2026, and June 30, 2027. The School is a tribally operated contract school under the education programs of the Navajo Nation, funded through a grant issued by the Bureau of Indian Affairs pursuant to P.L. 100-297, The Tribally Controlled School Grant Act.
Proposal Requirements
Interested applicants must submit the following:
1. Firm Information
• Name, address, and telephone number.
• Identification of specific partners, managers, and in-charge staff assigned to the audit.
2. Compliance & Credentials
•Confirmation of clearance from Sam.Gov (must not be suspended or debarred).
•Professional resume, including a copy of the most recent peer review, experience, education, and qualifications.
• Statement disclosing any disciplinary actions in any jurisdiction.
3. Professional Experience
•A list of at least three school clients, including contact details.
•Demonstrated knowledge and experience in the following areas:
▪ Navajo Non-Profit Organization laws and reporting requirements.
