Navajo Nation Environmental Protection Agency – Domestic Wastewater Program
Request for Proposal for Septic Haulers/Pumpers

The American Rescue Plan Act (ARPA) provided funding relief to state and local governments to recover from the effects of the Covid-19 pandemic. The Navajo Nation received ARPA Funds and Chapters have developed expenditure plans to help their community. Due to Covid-19, residents stayed home requiring hygienic disposal of wastewater. Many residential septic systems were used more and as a result need cleaning services.
Through Title III ARPA Regional Chapter Projects, the Navajo Nation residents can receive septic tank pumping and hauling services. Navajo EPA will act as administrative oversight and help chapters with project management, contract services and training certification. We request qualified and experienced businesses to submit proposals to establish a contract for septic pumping and hauling services for various locations within the Navajo Nation.
Please submit your Bid Proposal for Septic Services for ‘Navajo Nation Regional Chapter Projects -Septic Cleaning’ by March 1-April 1, 2024. Deadline to submit proposals is April 1, 2024. The Navajo Nation (Owner), acting through the Navajo Nation Department of Agriculture (NNDA) will accept sealed proposals from all qualified and business entities, Navajo owned, and non-Navajo owned businesses, for qualified weigh and pay marketing services or stockyard firms with expertise on all phases of the work associated with weigh and pay marketing services or stockyard sales. NNDA intends to procure a qualified Livestock Weigh and Pay Marketing Service Firm to provide Livestock sales and effective deployment of Navajo Nation Agriculture Infrastructure Funds. The selected firm will provide several services which include a Livestock Weigh and Pay sale, incentive payments and equine rescue payment which are all considered AIF payments to Navajo Nation livestock owners.
Proposals can be mailed or hand carried to the NNDA office until 5:00 P.M. (MST) on March 21st, 2024. NNDA will not accept bids after the due date. Emailed or faxed proposals will not be accepted. REQUEST FOR PROPOSALS
Dine’ College (the “Owner”), invites general contractors to prepare and submit bids for the construction of the Shiprock Agricultural Multipurpose Center. The site is located 1.03 miles west of the main intersection of US Highway 64 and US Highway 491 at Shiprock, New Mexico.
The work includes the construction of a new 7,251 square foot, single story commercial building, with related architectural, civil, mechanical, fire protection, plumbing, electrical, sitework, and utilities.
The construction contract will be awarded on a lump-sum basis. Bidders are subject to the Navajo Nation Business Preference Law; Title 5, Navajo Tribal Code, Section 201 through 218 and other applicable Navajo Nation Laws. Each bid must be submitted in accordance with Bidding Documents prepared by the Project Architect, Dyron Murphy Architects, P.C., Albuquerque, NM, (505) 830-0203.
Bids shall be submitted in accordance with the Instructions To Bidders and filed with Dine’ College, on or before April 1, 2024 by 2:00 PM MDST. Bids received after the specified date and time will not be accepted and returned unopened. No faxed or emailed bids will be accepted.

No Bidder may withdraw his/her bid for a period of 90 days after the date of opening thereof. Bid security in the amount of 10 percent of the bid amount is required.
