Naabik’íyáti’ tables ‘no confidence’ vote against DNR director Mike Halona after heated debate

With the first legislation at the Naabik’íyáti Committee meeting on May 8, to remove Mike Halona, the Division of Natural Resources executive director, from his position, he didn’t show up and show out until after it was tabled.

Legislation 0054-25, sponsored by Council Delegate Shawna Ann Claw and co-sponsored by Delegate Cherilyn Yazzie, calls for a formal expression of “expressing no confidence” in Halona. The resolution, which passed through the Resources and Development and Naabik’íyáti committees, seeks to rescind CAP-34-23 and recommends the director’s removal.

In the presentation before the Naabik’íyáti’, Claw introduced the legislation, citing systemic failures in oversight, accountability, and responsiveness to Council directives.

“This is also your vote of no confidence,” said Claw, who serves on the RDC. “From my experience working with the Division of Natural Resources, there has never been one written report submitted to the committee by this individual. That, to me, is a telltale sign.”
