ARPA housing stalls as Navajo Nation faces billion-dollar deadlines, zero completed units

A federal compliance process at the center of the Navajo Nation’s pandemic recovery spending continues to face scrutiny as the tribe races to meet looming deadlines to use its remaining American Rescue Plan Act funds.
The process, known as a subrecipient agreement, or SRA, governs how chapters and other tribal entities spend Coronavirus State and Local Fiscal Recovery Funds on projects approved under the 24th Navajo Nation Council and the former Nez-Lizer Administration.
SRAs are required for all governments using SLFRF funds and are designed to ensure transparency, accountability and adherence to U.S. Treasury regulations. Once signed, the agreements bind chapters to specific duties covering federal compliance, reporting, procurement, documentation and civil rights protections.
