
Controller urges reform in
procurement, invoice management

Controller Sean McCabe delivered a detailed and urgent report to the 25th Navajo Nation Council on Monday. The report highlighted growing concerns over fiscal management and procurement practices and the pressing need to spend the remaining American Rescue Plan Act funds before the looming federal deadline.
McCabe outlined to the Council the status of critical projects, internal policy reforms, and systemic issues in invoice payment while calling on tribal leadership for greater accountability.
McCabe began by reminding Council members that the Navajo Nation has until Dec. 31, 2026, to fully spend the remaining ARPA funds.
“We have about six projects left in ARPA funding,” he said, listing housing initiatives, NTUA and Department of Water Resources projects, bathroom additions, hardship assistance, and E-911 services.
“All of that constitutes about $700 million remaining ARPA expenditures that has to happen in the next nineteen to twenty months since the passage of the resolution on December 31, 2024,” he said.
