Council rejects $99,000 government reform funding request

The Navajo Nation Council rejected a $99,000 funding request for the Office of Navajo Government Development Monday after nearly two hours of debate over the office’s purpose and whether Diné have ever consented to the government that has legislated in their name for a century.
Legislation 0098-26, sponsored by Delegate George Tolth, would have drawn $99,000 from the Nation’s Unreserved, Undesignated Fund Balance for radio and newspaper advertising, community presentations and reviews of Diyin Nohookáá Dine’é Bi Beehaz’áanii Bitsí Siléí.
The 20-article government reform proposal was unveiled in Chinle in July 2025 as the first Navajo-written document of its kind.
Executive Director Harrison Tsosie said the office is working with the Navajo Board of Election Supervisors to place the proposal before voters, possibly Nov. 3.
“I don’t know if we’ll be able to make it for November 3rd,” Tsosie conceded. “We’re trying to do that.”
The funding request was nearly six months old. Its forms were signed Jan. 27.
“Nobody wanted to sponsor this legislation, and it’s been kicked around so many times,” Tolth said. “It got lost.”
