Council fast-tracks six bills as absent leaders draw scrutiny

The 25th Navajo Nation Council placed six bills on consent agendas Monday as its summer session opened, including a no-confidence resolution against the Navajo Nation Veterans Administration executive director and an effort to override President Buu Nygren’s veto of a budget office restructuring measure.
The opening day also brought a dispute over absent branch leaders after Nygren, and the chief justice missed scheduled reports and Speaker Crystalyne Curley arrived after repeated calls.
Delegates voted 17-0 to adopt the five-day agenda after amendments created two consent agendas, which allowed multiple bills to be considered without separate floor debates.
Delegate Amber Kanazbah Crotty proposed a consent agenda for legislation requiring a simple majority vote. Her original list of seven bills was reduced to five after Delegate Arbin Mitchell requested the removal of Crotty’s election code measures, Legislation 0169-26 and 0170-26.
The bills would lower signature requirements for recall and initiative petitions.
Delegates approved the five-bill consent agenda 16-0, with seven not voting.
The measures included Delegate George Tolth’s Legislation 0127-26, which expresses no confidence in NNVA Executive Director Bobbie Ann Baldwin and recommends her immediate removal by the Office of the President and Vice President.
