Montoya delivers State of the Nation after Nygren declines to appear

Vice President Richelle Montoya delivered the State of the Nation address Monday before the 25th Navajo Nation Council after President Buu Nygren declined to appear, citing a temporary restraining order filed by Speaker Crystalyne Curley.
The speaker opened the Council’s Fall Session by reading Nygren’s prepared remarks, which explained his absence.
During the session, Delegate George Tolth asked Legislative Chief Counsel Michelle Espino whether the restraining order actually prevented Nygren from presenting in person.
“In regards to your question about whether a lawsuit gives him the excuse to not comply with Navajo Nation law to provide that State of the Navajo Nation address,” Espino said, “there isn’t anything in the Navajo Nation Code that states that he would be excused for that reason.”
