ADABI forced to compete again for $500,000 after award is rescinded

The Navajo Nation Department of Family Services has issued another request for proposals for women’s shelter services, which Amá Dóó Áłchíní Bíghan Inc. director Lorena Halwood said puts $500,000 previously awarded to the shelter back into competition.
ADABI planned to use part of the money to repair its roof and continue serving victims throughout the Chinle Agency.
Halwood, who has led ADABI for 34 years, learned of the latest solicitation in a July 6 email announcing a request for proposals titled “Women’s Shelter and Social Services.”
“I don’t know what to do. I don’t know what to say,” Halwood said. “Here we go again. It’s just disheartening that we have to go through this again.”
The solicitation gives applicants until 5 p.m. July 17 to submit four hard copies of a proposal in a sealed envelope to the Office of the Controller’s Purchasing Department in Window Rock. The contract is scheduled to begin Aug. 1 and continue through July 31, 2027.
