Navajo government reform proposal misses Nov. 3 ballot, ONGD plans lawsuit

A Navajo government reform proposal will not appear on the Nov. 3 ballot, and Harrison Tsosie, the executive director of the Office of Navajo Government Development, plans to take the dispute to court.
The proposed lawsuit would seek to put the 20-article Diyin Nohookáá Diné’é Bi Beehaz’áanii Bitsé Siléí before voters, likely in a special election.
Veronica Curley, the interim executive director of the Navajo Election Administration, confirmed the proposal is not on the general election ballot. Tsosie blamed the Navajo Board of Election Supervisors, which he maintains has authority to place the proposal before voters without Council approval.
ONGD requested a place on the election board’s July 9 agenda through a July 6 memorandum questioning how to conduct a government reform election under Navajo law.
The board responded July 31, but Tsosie disputed its explanation of the referendum process. In an Aug. 5 memorandum, ONGD asked the board to authorize placement of the proposal on the Nov. 3 ballot without Council approval.
