New federal rule cuts graduate student borrowing

College graduates finishing school this spring are not expected to be affected by a new federal rule that will limit how much money graduate students can borrow beginning July 1.
The U.S. Department of Education issued the rule May 1 to implement the Working Families Tax Cuts Act, signed by President Donald Trump on July 4, 2025. The rule caps graduate borrowing, ends the Grad PLUS loan program and replaces several repayment plans with two new options.
Federal officials said the changes are needed because tuition has risen too quickly and many borrowers carry debt they struggle to repay.
“Unrestricted borrowing has enabled institutions to raise tuition and fees without sufficient constraint, contributing to rising student loan debt,” according to an April 30 fact sheet from the Department of Education.
